Jammu and Kashmir Chief Minister Omar Abdullah announced the formation of a committee aimed at addressing the regularization of daily wagers in the region. The committee, to be headed by the Chief Secretary, will prepare a roadmap for regularization to be presented in the next budget session.
While responding to the motion of thanks on the budget address in the Legislative Assembly, the Chief Minister assured daily-rated, ad-hoc, and casual workers that their concerns have not been forgotten. He confirmed that the official order for the committee would be issued after his budget speech.
The committee will include the Additional Chief Secretary in the Chief Minister’s Office, along with the Secretaries of the Planning, GAD, and Law Departments. It will be tasked with reviewing the number of daily wagers and assessing the legal and financial aspects of their regularization, with a six-month deadline for completion. The Law Department will play a key role in preparing a framework in light of the Supreme Court’s judgment on the matter.
Omar Abdullah emphasized that the committee’s efforts will culminate in a comprehensive roadmap, which will be presented in the next budget session. He stated, “After assessing all aspects, including legal and financial, they will prepare a roadmap so that in the next budget session, I can present the concrete plan for regularization.”
Earlier, a heated exchange between BJP and National Conference (NC) members occurred in the Assembly, following protests, cane charges, and detentions of daily wage employees from the Jal Shakti Department, who were demanding the release of their wages and regularization. An estimated 67,000 daily wagers are employed across various categories in Jammu.
